i recently upgraded from a 6 to a 6S Plus. On my 6 I had my debit card linked and everything was running fine. After transferring my info over to the new phone, when I try and add Apple Pay, it keeps telling me my bank doesn't support it.
Also, after the upgrade to iOS 10 and being able to add Apple Pay to the iPad, I get the same error.
I've tried:
- turning off Touch ID and Passcode and rebooting and going back into the wallet

In the first instance, I suggest checking with your bank whether your debit card is still among their supported cards for Apple Pay, in case this has changed.
Other people I know deal with the same bank and have the same cards and they work fine.
I still suggest checking with your bank, who can also advise whether they are aware of any other issue, from their side, that could be preventing you from adding the card.
Bank says the card should work. Probably an Apple issue.

Tried it. Still didn't work.
In that case, I suggest that you contact Apple Support or make a Genius Bar reservation for assistance:
